Camille has just left her developer job to go freelance. On a forum, someone tells her to "go through the APCE". She types the acronym into Google and lands on pages about a European parliamentary assembly. Not exactly a great start.
The APCE (Agence pour la création d'entreprises) was an association set up by the French government to inform people starting a business. It became the AFE (Agence France Entrepreneur) in 2016, and Bpifrance Création took over its missions on January 1, 2019.
So if you're looking for this agency in 2026, its old website is no longer the right entry point. Here's what the acronym stood for, what it became, and where to find the same resources today.
APCE stands for Agence pour la création d'entreprises, a non-profit association created on the initiative of the French public authorities to inform and guide business founders across the country. It didn't fund anyone and it never registered a company. Its job was reliable information: practical guides, statistical studies, explainers on legal statuses.
Its founding members included the State, CCI France, the Caisse des Dépôts, the Association of French Regions, the chartered accountants' body and the APCMA (the network of trades chambers). Three missions shaped its work: spreading an entrepreneurial culture, informing and assisting professionals, and tracking business creation to improve its conditions.
One detail explains today's confusion: the agency wasn't a counter you walked up to. Nobody signed up there to create a company. You went to read, compare and download a model of articles of association.
The APCE no longer exists under that name: the agency became the AFE (Agence France Entrepreneur) in 2016, then Bpifrance took over all of its missions and resources on January 1, 2019. The agency's historical tools have been available on the Bpifrance Création website ever since.
| Period | Name | What changed |
|---|---|---|
| Before 2016 | APCE | Information agency on business creation, funded by its members |
| 2016 | AFE (Agence France Entrepreneur) | Agency reworked, with a role coordinating national funding |
| Since January 1, 2019 | Bpifrance Création | Bpifrance runs all of the AFE's missions and resources |
You'll still run into pages titled "APE (ancienne APCE)" or "AFE, formerly APCE". Those are leftovers from the transition, not different organisations.
Bpifrance Création is the public reference site for starting or taking over a business: it offers the "Mon Pass Créa" pathway, simulators (micro-entrepreneur thresholds, social charges, cost of a hire), a tool to help choose a legal status and an encyclopedia of more than 500 articles. Everything is free. The site also hosts the national database of public business aid, a glossary, webinars and a directory of support providers.
The stakes aren't small. According to INSEE, France recorded 1,165,813 business creations in 2025, 65.1% of them micro-entrepreneurs (758,554 creations). Most founders start alone with little human advice, so a good free source of information makes a real difference.
The site is written for beginners, with plain-language explainers rather than legal jargon. That makes it a sensible first stop before you book time with an accountant or a lawyer, since you'll arrive with better questions and fewer assumptions.
A reading order that works well:
Bpifrance Création remains an information tool, not a personal advisor. To decide between several statuses, our guide to choosing your professional status offers a more practical comparison grid.
To start an activity in France, general information comes from Bpifrance Création, registration goes through the one-stop shop for business formalities, and social contributions are declared to URSSAF. Each body has its own scope, and mixing them up wastes time.
In practice, official procedures go through entreprendre.service-public.fr, and contributions are followed on urssaf.fr. If you choose the micro-enterprise route, our article on the URSSAF declaration for auto-entrepreneurs in 2026 covers the calendar.
And what if you don't want to set up a structure at all? Wage portage lets you invoice clients while keeping employee status, with social protection and no company registration. At Weepo, you can estimate your net pay with the wage portage salary simulator before you decide. The SASU or auto-entrepreneur comparison helps place your options too.
A future freelancer saves time by starting with Bpifrance Création to settle on a status and estimate charges, then comparing the result with another way of working before registering anything. Back to Camille. She's aiming for a daily rate of 450 euros over 180 billed days, so 81,000 euros of annual revenue. In the charges simulators, she quickly sees that the micro-enterprise threshold is going to become a real constraint. So she compares a company, the micro-enterprise and wage portage.
That habit avoids most nasty surprises: blown thresholds, badly anticipated contributions, no unemployment benefits because rights weren't checked. A few hours of analysis beat a year of regrets. And if the project changes along the way? Nothing is set in stone: you can switch from one status to another, as long as you know what it costs.
Also keep an eye on the update date of the pages you read. Many articles still talking about the APCE date from before 2019, and their figures (thresholds, contribution rates) are out of date.
APCE stands for Agence pour la création d'entreprises. It's the historical name of an association created by the French authorities to inform business founders, now replaced by Bpifrance Création.
Not under that name. The agency was renamed AFE in 2016, then folded into Bpifrance, which has run all of its resources since January 1, 2019. Its content is available on Bpifrance Création.
They're three successive names for the same information mission: APCE before 2016, AFE from 2016 to 2018, then Bpifrance Création since 2019, with a wider scope.
No. Neither the APCE nor the AFE funded founders directly. To find existing aid, Bpifrance Création offers a national database of public business aid, free to browse.
Most content is open access. A personal space (Mon Pass Créa) lets you group your tools and track your creation or takeover project, though.
